11.7. The president may suspend, cancel or refuse to issue or to renew a travel counsellor certificate where the holder
(a)  has committed, in the 5 preceding years, an offence against the Act or this Regulation;
(b)  has been found guilty, in the 5 preceding years, of fraud, forgery or fraudulent operations in contractual or commercial matters;
(c)  has made a false declaration or untrue statement of a material fact to obtain or renew a certificate; or
(d)  has failed to comply with any condition or obligation prescribed by the Act and this Regulation.
The president may also suspend, cancel or refuse to issue or to renew a certificate if the president has reasonable grounds to believe that the suspension, cancellation or refusal is necessary to ensure, in the public interest, that the operations proper to a travel agent will be performed with honesty and competence.
